Statehouse Headliners: Senate bills would ban 3-D gun printing, animal testing; protect unrestricted abortion; create public employee health care plan

The following bills have been introduced into the Vermont Senate this week.

S.13 allows large capacity ammunition feeding device to be transferred within immediate family member to another. Sen. John Rodgers.

S.14 extends until January 1, 2022 the moratorium on home health agency certificates of need. Sen. Ashe.

S.15 permits wages from prior year to qualify for unemployment benefits, after workers’ compensation benefits. Sen. Sirotkin.

S.16 prohibits scientific testing on vertebrate animals, unless no alternative exists. Sen. Ashe.

S.17 re: filing fees for petitions to expunge or seal a criminal history record. Sen. Sears.

S.18 restricts use of some contract terms limiting individual rights. Sen. Pearson.

S.19 creates single statute covering both habitual criminals and violent career criminals. Sen. Sears.

S.20 establishes crime of bank robbery. Sen. Sears.

S.21 establishes Public Employee Health Benefit Plan, insuring all government employees and removing insurance from collective bargaining, with a view to insuring all Vermonters. Sen. White.

S.22 proposes 48-hour waiting period for all firearms sales, requires guns not in use be locked away or rendered incapable of being fired. Sen. Baruth.

S.23 increases minimum wage to reach $15/hr by January 1, 2024. Sen. Sirotkin.

S.24 renames Rutland courthouse after Judge Francis B. McCaffrey. Sen. Collamore.

S.25 establishes right to have an abortion. Sen. Baruth.

S.26 prohibits 3-D printing of firearms and distributing digital instructions for using a three-dimensional printer to manufacture a firearm. Sen. Baruth.

S.27 maintains provider tax assessed on home health agencies by removing July 1, 2019 sunset. Sen. Cummings.

S.28 includes drug dealing with death resulting with other crimes for purposes of compensation. Sen. White.

S.29 bans trade and possession of parts of protected animals (rhinos, elephants etc.). Sens. Pearson, Balint, Clarkson.

  1. tom chase: Get off your high horse. Your lecture assumes too much and is offensive. It makes me question even replying. Your post is so off the mark, it seems pointless to respond. And, I might it is arrogant and boastful.

    I have long called myself a professional volunteer because I have been volunteering for over 40 years, and do to this day. Difference between us is that I would never brag about it. I do it to serve, not brag about what a good person I am. I don’t need your lecture to figure out how to live my life. I was a Hospice volunteer for 15 years, I could teach you a few things about living and dying.

    You certainly are assuming a lot. I did not post anything vulgar or any profanity. I do not use profanity. I wrote in one of my post that sh** happens. Only I spelled out sh**. It was censored and not posted. I questioned why and was told sh** was profanity. They then changed the word to ampersands. Silly but no problem.

    So this morning I see in a post WTF. Couldn’t believe sh** was considered profanity and WTF isn’t.
    I think it is vulgar and offensive.

    I don’t care for this cite – some much closed-mindedness and reflexive stupid comments. Clearly they are follow-the-leader comments for which the only purpose is to bash liberals (and vise-versa). I hate that on VTDigger and Seven Days and have said so many, many times. It’s looking like there is nothing to learn from this site.

    Someone posted that I should go to VTDigger to post because it is liberal – like an echo chamber is an admirable purpose.

    I came to this site because I want to learn – let’s face it folks don’t talk across parties. It is very divisive and problematic. I want to understand why Trump was elected. And, I was increasingly questioning progressive viewpoints. Although,I lean liberal, I question liberal positions too. I am of no particular political cult. I prefer to think for myself.

  2. Boy, these bills are true intelligentsia. What were the sources of info to make these listed Senators to file bills for this crap? Illustrates a poor way to collect taxpayer funded salaries, but they “feel good”.

    S.16 Sen. Ashe prohibits scientific testing on vertebrate animals, unless no alternative exists.(expansion of the welfare state at the expense of the employer). Where in VT does this happen?
    S.17 re: filing fees for petitions to expunge or seal a criminal history record. (another tax)
    S.19 Sen. Sears.creates single statute covering both habitual criminals and violent career criminals. (what does this mean? I think it should apply to Senators in Montpelier.)

Is this the means to justify their salaries? Hell, a school kid could accomplish the same, and be more realistic, give them peanut butter sandwiches. I didn’t realize that VT was in such a sorry state.

    • I wonder if Senator transplant Baruth is going to stop by everyone’s house to make sure our firearms are locked up and inoperable? I wonder if he has read the 4th amendment, the Vermont constitution and the US constitution specifically article 16, the 14 amendment and the 2nd amendment?

    • You know you get better responses with realistic points of view than the (what I call hatred) comments of yours. Please don’t take this as a put down, I referring to your comments. I enjoy reading yours, truly. I have an open mind.

      But you don’t need to use profanity to respond to others, it degrades your position and you become irrelevant. Be constructive in your position. Of all the comments I’ve seen herein are to the point, not vulgar, mainly are Conservatives so it seems, or middle of the road who are very concerned how this state (and country) is turning socialist from it’s once grandeur self, leading the country in many aspects. I was a part of that grandeur in the 50-60’s. Am so sorry to see how degraded it’s become because of the influx of Flatlanders.

      For instance, in my listening to varying points of view to understand all sides regarding all people’s inputs to include my friends, the Internet, news articles for a overall education on the social aspects and government people / direction.

      I listened to Liberal talk radio 1490am Brattleboro Stephanie Miller, Thom Hartman, Randy Rhodes. They must have lost the audience in liberal Brattleboro. The station now has Country Crock music. Liberal talk shows anywhere has no audience. Miller has gone from many diff stations around the country and is now in CA.

      I wonder where you got your liberal mental state. There are many liberal universities, which if I found out a kid of mine was being indoctrinated into that captive atmosphere instead of learning for their future, they would be yanked out. Damn if I’d pay for brainwashing.

      I studied the Monarch Butterfly, photographed and gave slide lectures to many Audubon’s in NE. Do public good with an open mind. Your talents could be helpful, volunteer a soup kitchens for instance, learn subjects and lecture.

      I took my two kids on US trips, across Canada, Baniff, around the US, visited war memorials, went to Europe & England. Also they needed to help the family, gather maple sap, bring in firewood, encouraged musical instruments in school orchestras, all for a ground roots founding. They both turned out to be computer scientists, one working at NSA and the other at a military base visiting other bases to keep their anti-hacking procedures current. Damn did something right. One son also served in the AF as I did. He was in Germany listening to the Russian communications, hence his high up top security clearance.

      They both have great kids. That’s the future, bring the kids up right so they aren’t molded into the socialistic mindset that might be established by the parents. Let them learn history and their being on their own, just expose them to the positives. And maybe you can learn positive things. I see a lot of negatives. Life is simple, smell the roses, see and learn about the butterflies, listen to the birds sing.

      We raised our kids without profanity, but after the first day of school off the bus, they said things we didn’t expose them to. When the kids leave your environment, they will be exposed to the real world. They need positive guidance thereafter.

      In the ribbon of time for this planet, a lifetime is a fraction of a razor slit. If your’e in your 60’s take time and say where did the time go? Did I make the most of it? What did I learn to pass onto the next generation? The life span is now in the 70’s for both sexes. I’ve been lucky, live right and surpassed that. Thankfully I have longevity genes in my family, many in their 100’s. And to include family links to many notable families / people –Issac Newton and many more. Have notable family history, both family sides. Teddy Roosevelt face is on Mt. Rushmore.

      So don’t cuss people out, learn from varying points of view. No one lives in anther shoes and have many life experiences, don’t cuss them out because of your point of view. Please expel on your point of view I might learn something, I’ve heard profanity in the military, a normal military life,not be repeated in comments. Using slang out of the slang dictionary doesn’t do you good.

      Please state your knowledge, skip the one put down liners, elaborate. All best.
